If a childs 5th birth day is before December 31st  does he/she need to get the flu shot this year?

see rule below:

Parents Must Vaccinate Children: Children between 6 months and 5 years old who attend City-regulated daycares and preschools must be vaccinated annually. That means each child must receive at least one dose of the influenza vaccine between July 1 and December 31 each year.

Just enter until age 5 in the rule. PLEASE NOTE: Only New York City Article 47 & 43 regulated pre-kindergarten programs (Child Care, Head Start, Nursery, or Pre-K) are required to track this shot.

Thanks. Just curious, would anyone know what goes under the catagory of "regulated pre-kindergarten programs (Child Care, Head Start, Nursery, or Pre-K)"? Is a regular nursery or pre-k class uder this catagory?
