Future Credit cards

Is it possible to create a flag or feature on an account that would have it ignore the fact that it has future credit cards when printing statements?

There are chronic people that have credit cards decline and require many follow up calls until their cc goes through. These people should get the monthly statements irrespective of the fact that they have future credit cards scheduled. Currently they do not if they still have future credit cards that would cover the current balance, even though a few declined. This feature would work that when printing a statement and not printing the ones with future credit cards, that it would not check if these accounts have a future credit card if it has this flag.

Just create the flag. And create a query when sending statements to include the people with this flag.
