Pop Up option in specific account

Question

Sometimes when i go into a specific account to enter a payment etc. i would like to be reminded something about that account.

Is there and option to create a pop up reminder that would come up every time i go into that account?

What if i only want specific users to see the reminder? Or only myself.

Is there such an option? Or this only works if all users see it?
