Can i query phone number selection when sending a robo call?

Question

i would like to send all fathers cell numbers a voice message. if somebody's father doesnt have a cell i would like for the message to go to the default home number.

Can i query that? And how?

In two steps. First you send to Fathers Cell, Then you make a query to exclude anyone that has a cell phone and send again.
