Only an administrator can save a global email.

Go to the email screen. (You can go to the email screen by clicking on the button in the carrier column by the phone grid in any account).

Enter the subject and body the way you want it.

Click on the recent messages button. Go to Save Global Messages. Click on the correct message type.

Can you add this option for not administrator users too?

Only Admin can set global setting.
